GN Bank Licence Restored After 7-Year Legal Battle

After nearly seven years of legal and financial uncertainty, GN Savings and Loans Company Limited is set to return to Ghana’s banking landscape. On May 21, 2026, Ghana’s Court of Appeal unanimously ordered the Bank of Ghana to restore the institution’s operating licence with immediate effect, overturning both the August 2019 revocation and a January 2024 High Court ruling.

GN Bank was incorporated in May 1997 as First National Savings and Loans Company Limited. It secured a universal banking licence in September 2014 and rebranded to GN Bank, building one of Ghana’s largest branch networks with over 100 locations focused on underserved and rural communities.

During the 2017–2020 financial sector clean-up, the Bank of Ghana downgraded GN Bank to GN Savings and Loans in January 2019 before revoking its licence on August 16, 2019. The central bank cited insolvency concerns, while founder Dr. Papa Kwesi Nduom maintained the bank was pushed into distress by the state’s failure to pay government contracts owed to Groupe Nduom companies.

Dr. Papa Kwesi Nduom, Founder: In a May 23 Facebook post, he thanked President John Mahama “for the promise he made as a presidential candidate to return banks collapsed unjustly” and for “creating an enabling and positive social and economic environment.” He described the past seven years as “extremely difficult” for staff and supporters.

Public & Media: TV3 Ghana reported the ruling as a potential boost for jobs and confidence, showing GN Bank’s yellow-and-maroon branches with signage for Western Union and MoneyGram. Dr. Nduom himself posted a photo of his GN Bank tie, captioned “We are ready to go back to work"

3. Asset Recovery: The court ordered the receiver to return all assets and operations to shareholders, enabling the bank to rebuild its balance sheet.

4. Employment Impact: At its peak, GN Bank was a major employer. Analysts expect phased rehiring as branches reopen, though timelines depend on BoG compliance reviews.

5. Policy Implications: The ruling reopens debate on the legal framework of the 2019 clean-up and could influence how future regulatory interventions are structured.

The restoration of GN Bank’s licence closes one of the most contentious chapters of Ghana’s banking sector reforms. For customers, staff, and shareholders, it represents a second chance. For regulators and policymakers, it raises critical questions about balancing financial stability with due process.

As Dr. Nduom put it: “With the licence restored, we will now play our part.” The next 6–12 months will determine how quickly GN Savings and Loans can rebuild trust, meet regulatory thresholds, and return to serving “the people’s bank.”
